<p>This week&#8217;s Hotfix #13 brings with it a number of long-awaited balance changes to RIFT Souls!</p>

<p>For the past several months, the team has been focusing on the focus of your biggest requests: souls, callings, and in the case of Prime, global balance work and progression.<br />
We want to thank everyone who’s been testing, offering us detailed build and performance feedback. Our goal is to make more souls and combinations be more fun, competitive and satisfying choices for play, and your input has been <em>invaluable</em>.</p>

A pack of determined Devs has reworked the way combat damage is calculated, which fixes some issues with specific abilities dealing too much or too little damage as compared to the tooltip. Tooltip damage should now be accurate.</p>

Galenir’s Last Act – The heal from the Soothing Stone has been increased.</p>
<p><b>ARTIFACTS:</b><br />
DeadSimon has used a delicate pointy thing to fix a bug that caused artifact set turn-ins to display more xp than you actually gain.</p>

<h2><strong>SOUL UPDATES &#8211; LIVE AND PRIME:</strong></h2>
<ul>
<li>Updated several tooltips to be much more full of truthiness &#8211; please continue to report any that are off-kilter and we&#8217;ll take a flyswatter to them too.</li>
<li>Updated buff stacking for numerous abilities across all callings for both active and passive buffs. Many of these were giving inappropriate bonuses due to being part of an incorrect group. I guess we can say &#8220;You&#8217;re welcome!&#8221; and &#8220;Sorry for your loss!&#8221; depending on where your character build falls in this correction.</li>
</ul>

<p><strong>WARRIOR: General Notes</strong></p>
<ul>
<li>Fixed an issue where warriors would have negative energy regeneration with their eternal weapon equipped and the Warchanter buff <em>Deep Breaths</em> active.</li>
<li>Fixed an issue where the warrior&#8217;s energy bar would bounce between 0 and 20 several times when the energy regen buff from their eternal weapon was applied.</li>
</ul>

<p><strong>WARRIOR &#8211; Champion</strong></p>
<ul>
<li><em>Grim Satisfaction</em> – Removed the internal cooldown on the proc.</li>
<li><em>Mired</em> – Increased damage bonus to 4/8/12% from 3/6/9%.</li>

<p>&nbsp;</p>
<p><strong>WARRIOR &#8211; Liberator</strong></p>
<ul>
<li>Liberator abilities <em>Mass Casualty Response</em>, <em>Prolonged Recovery</em> and <em>Liberation Treatment</em> no longer benefit from Paragon’s <em>Turn the Blade</em> GCD reduction if points are spent in <em>Search and Rescue.</em></li>
</ul>

<p><strong>WARRIOR &#8211; Paragon:</strong></p>

<li>Modified how <em>Flowing Strikes</em> and <em>Improved Flowing Strikes</em> work. The player will now only get a single buff, either <em>Flowing Strikes</em> or <em>Improved Flowing Strikes</em>. <em>Improved Flowing Strikes</em> now provides both the crit bonus from <em>Flowing Strikes</em> and its previous damage boost.</li>
<li>Updated the tooltip for <em>Paragon Flowing Strikes</em> talent to improve clarity.</li>
<li><em>Force of Will</em> – Now also increases crit damage of Follow Up Attacks by an additional 3/6/9%.</li>
<li><em>Turn the Blade</em> – Reduced the damage and healing penalty to 20%.</li>
<li><em>Analyze Weakness</em> – Now reduces the damage and healing penalty from Turn the Blade to 15/10% for Paragon abilities.</li>
<li><em>Weapon Master</em> – Now also reduces the cooldown of Flurry by 7.5/15s.</li>

<ul>
<li><em>Explosive Infestation</em> now affects up to 5 enemies (previously affected 2)</li>
<li><em>Septic Wounds</em> now also causes <em>Dire Blow</em> and <em>Desecrating Blow</em> to have a 20% chance, per Attack Point consumed, to refresh all of your active Reaver damage over time effects on the enemy.</li>
<li>Removed talent <em>Deadly Reach</em>.</li>
<li>New Talent: <em>Pandemic Synergy</em> – Your abilities, except for Reaver damage over time abilities, deal 2/4/6% increased damage to an enemy for each Reaver damage over time effect you have on that enemy. Tier 2 talent. 3 points.</li>
<li>Updated how <em>Decaying Defenses</em> is implemented. It now applies a debuff which appears separately from the Flesh Rot DoT effect. Only 1 stack of this debuff can be on a target at a time, regardless of caster.</li>
<li>Updated the tooltip for <em>Plague Bringer</em> to increase clarity.</li>
<li>Updated <em>Septic Wounds</em> chance to refresh Reaver DoTs to 35% per Attack Point consumed.</li>
</ul>

<p><strong>WARRIOR &#8211; Riftblade</strong></p>
<ul>
<li><em>Enhanced Burst</em> has been changed to “Increases the Critical Hit Chance of Burst abilities by 7/15%. Hitting with a Burst ability increases the damage of non Physical attacks by 10/20% for 6 seconds.”</li>
<li>Increased the damage of <em>Scald</em> to be 4.5/9%, 9/18%, 13.5/27% of Attack Power based on Attack Points used.</li>
<li><em>Scald</em> can now be triggered on enemies affected by Flame Burst or Flamespear.</li>
<li><em>Elemental Flux</em> – Increased the Blade buff proc chance bonus to 5/10/15/20/25%.</li>
<li><em>Burst Synergy</em> – Reduced cooldown from 1 min to 45s.</li>
<li><em>Improved Frost Strike</em> – Now also increases damage from Finishers by 5/10%.</li>
<li><em>Elemental Caress</em> – Now increases damage by 3/6%, up from 2/4%.</li>
<li><em>Intensify</em> – Modified to Increases Critical Hit Chance by 2/4/6% and Critical Hit Damage by 5/10/15%.</li>
<li><em>Enhanced Burst</em> – Now also adds a 25% chance for hitting with a Burst ability to award 1/2 combo points.</li>
</ul>

<p><strong>WARRIOR &#8211; Warlord</strong></p>
<ul>
<li>Reduced the duration of the DoT from <em>Arterial Strike</em> to 6s. The total damage dealt by the DoT remains the same.</li>
<li>Updated the <em>Wave of Steel</em> ability description to show how much damage bonus is gained if the ability is used after a <em>Warlord Finisher</em>.</li>
<li><em>Three Moves Ahead</em> now increases <em>Wave of Steel</em> and <em>Piercing Thrust</em> damage by 10/20/30%. Up from 5/15/25%.</li>
<li><em>Combat Training</em> now increases damage by 5/10%. Up from 2/5%.</li>
<li>The damage bonus from <em>Down and Dirty</em> is now 3/6%. Up from 2/4%.</li>
<li>The <em>Advance Planning</em> buff from <em>King of the Hill</em> now also affects <em>Decisive Strike</em>.</li>
</ul>

<p><strong>ROGUE &#8211; Riftstalker:</strong></p>
<ul>
<li>Updated the tooltip of the normal version of <em>Planar Rejuvenation</em> to correctly indicate the duration of the healing effect.</li>
</ul>
<p><strong>ROGUE &#8211; Saboteur:</strong></p>
<ul>
<li>Fixed an issue where <em>Bombs Away!</em> would stop causing Detonate to grant a combo point after respawning from death.</li>
</ul>
<p>&nbsp;</p>
<p><strong>CLERIC &#8211; Justicar:</strong></p>
<ul>
<li>Fixed an issue where the Justicar’s <em>Even Justice</em> ability would proc its legendary effects with its normal version.</li>
<li>Updated how <em>Salvation</em> and <em>Legendary Salvation</em> are setup. The new setup avoids potential healing reductions when Salvation healing interacts with buffs that increase healing. Players should generally notice no change to the ability.</li>
</ul>

<p><strong>CLERIC &#8211; Runeshaper:</strong></p>
<ul>
<li>Bonus Rune of Smiting damage from <em>Legendary Seal of Vulnerability</em> can now only be triggered by the Seal’s original caster.</li>
<li>Fixed an issue where <em>Rune of Travail</em>, with the <em>Powered Inscription</em> talent, could occasionally refresh a normal <em>Seal of Vulnerability</em> with the legendary version.</li>
<li>Fixed another issue where <em>Rune of Travail</em>, with the <em>Powered Inscription</em> talent, would refresh <em>Seal of Pain</em> with <em>Seal of Vulnerability</em> instead.</li>
<li>Fixed a minor issue where an extra debuff effect would appear on the target momentarily when <em>Seal of Enhancement</em> was cast.</li>
</ul>
<p><strong>CLERIC &#8211; Druid</strong></p>
<ul>
<li>Fixed an issue preventing <em>Wild Strike</em> from adding stacks of <em>Natural Force</em>.</li>
</ul>

<p><strong>MAGE &#8211; Chloromancer:</strong></p>
<ul>

This is only a change to the tooltip and does not affect talent or ability functionality.</li>

<p>RIFT PTS now offers a new server at shard select: Omega!</p>
<p>We&#8217;ve been hard at work on this project, which will allow us to better test features and balance before sending them to Prime. This will ultimately benefit souls on both Live and Prime. Omega is live now!</p>
<p><span id="more-4430"></span></p>
<p><strong>What&#8217;s the difference?</strong></p>
<p><strong>&#8220;Omega&#8221;</strong> runs on a Prime config and will have a test build of unreleased Prime changes on it.</p>
<p><strong>&#8220;PTS&#8221; (also known as &#8220;Alpha&#8221;</strong> runs on a Live config with access to all Live classes/levels/abilities.</p>
<p>We plan to set up boost NPCs on Omega to allow characters set level and gear (unlike Live&#8217;s PTS, you can’t copy a Prime character to Omega at this time)</p>
<p>The main purpose of Omega is to make soul balance changes visible on the Prime configuration before publish.</p>
<p><strong>It is important to mention that many of these changes will apply to both Live and Prime, where Prime is a subset of Live. Unfortunately, Omega and Alpha cannot co-exist, so while Omega is up, Alpha will be unavailable. We plan to switch it back after the soul balance project is completed.</strong></p>
<p><strong>Souls on both services will benefit over time from the Omega PTS!</strong></p>

<p>&#8211; Vorpal Salvo (Legendary) – Updated the tooltip to show the amount of increase provided to Stroke of Brilliance.</p>

<p>&#8211; Reworked the behind-the-scenes setup of Resonance to cause less ability system load. This should cause <b>no</b> functional changes to the way Resonance works with Motifs of Bravery, Regeneration, and Tenacity.</p>

<p>&#8211; Bombs Away! &#8211; Fixed an issue where Bombs Away! would stop causing Detonate to grant a combo point after respawning from death.</p>

<p>&#8211; Fixed an issue where Warriors would have negative energy regeneration with their eternal weapon equipped and the Warchanter buff Deep Breaths active.</p>
<p>&#8211; Fixed an issue where the Warrior&#8217;s energy bar would bounce between 0 and 20 several times when the energy regeneration buff from their eternal weapon was applied.</p>
<p>CHAMPION</p>
<p>&#8211; Grim Satisfaction – Removed the internal cooldown on the proc.</p>
<p>&#8211; Mired – Increase damage bonus to 4/8/12%. Up from 3/6/9%.</p>
<p>LIBERATOR</p>
<p>&#8211; Liberation Treatment – Updated the tooltip to show the % increase healing applied to non-Liberator healing abilities.</p>
<p>PARAGON</p>
<p>&#8211; Flowing Strikes: Updated the tooltip to improve clarity. Modified how Flowing Strikes and Improved Flowing Strikes works. The character will now only get a single buff, either Flowing Strikes or Improved Flowing Strikes. Improved Flowing Strikes now provides <b>both</b>the crit bonus from Flowing Strikes and its previous damage boost.</p>
<p>&#8211; Force of Will – Now also increases crit damage of Follow Up Attacks by an additional 3/6/9%.</p>
<p>&#8211; Turn the Blade – Reduced the damage and healing penalty to 20%.</p>
<p>&#8211; Analyze Weakness – Now reduces the damage and healing penalty from Turn the Blade to 15/10% for Paragon abilities.</p>
<p>&#8211; Weapon Master – Now also reduces the cooldown of Flurry by 7.5/15s.</p>
<p>RIFTBLADE</p>
<p>&#8211; Blade of the Ascended (Legendary): Updated the additional portion of the Legendary tooltip to read, “Casting a Finisher reduces the delay between your auto-attacks by 75% for 10 seconds.” This is to clarify what the effect does and does not change any functionality of the ability.</p>
<p>&#8211; Improved Avatar – Updated tooltip for better clarity on what is being changed.</p>
<p>&#8211; Avatar of the Rift – Changed Elemental damage to Non Physical damage. This is done for terminology consistency within the soul.</p>
<p>&#8211; Elemental Flux – Increased the Blade buff proc chance bonus to 5/10/15/20/25%.</p>
<p>&#8211; Burst Synergy – Reduced cooldown from 1 min to 45s.</p>
<p>&#8211; Improved Frost Strike – Now also increases damage from Finishers by 5/10%.</p>
<p>&#8211; Elemental Caress – Now increases damage by 3/6%. Up from 2/4%.</p>
<p>&#8211; Intensify – Modified to, “Increases Critical Hit Chance by 2/4/6% and Critical Hit Damage by 5/10/15%.</p>

<p><strong><u>ALL RIFT SERVICES:</u></strong></p>
<p>There are a lot of causes for lag, most of which occur in the wild spaces between your system and ours.  So let’s talk about a type of lag we <em>can</em> address internally in our services: <strong>Ability Lag</strong>. We’ve made a number of adjustments to load-heavy abilities on some classes, and load distribution on our servers, with more to come&#8211;we’ve seen a dramatic reduction in reports of Ability Lag. This doesn’t mean that we’re done yet, or that it doesn’t still occur; we continue to watch and review, and will take more action over time as we identify culprits.</p>
<p><strong>Balance:</strong></p>
<p>Balance is a common and repeated request, and one we take seriously. We know that souls and challenges evolve over time, along with the game. Again, we plan slow and careful adjustments over time, rather than massive, sweeping changes. You can expect more of these to come throughout the evolution of RIFT on both Live and Prime services. Here are the tweaks we are making this patch on both Live and Prime services, focused heavily on <strong>Warriors</strong>, who really needed the love&#8230; GROUP HUG! (read on below for more Warrior adjustments on Prime only)</p>
<ul>
<li><strong>Warrior – Void Knight:</strong> The cooldown for Tempest has been removed. Damage has been slightly reduced but threat has been increased.</li>
<li><strong>Warrior – Void Knight:</strong> Increased the threat gain on the following abilities: Ragestorm, Unstable Reaction, and Discharge.</li>
<li><strong>Warrior – Paladin:</strong> The cooldown for Sweeping Strike has been removed. Damage has been slightly reduced but threat has been increased.</li>
<li><strong>Warrior – Paladin:</strong> Increased the threat gain on the following abilities: Light’s Vengeance, Light’s Reprisal, and Vengeful Decree.</li>
<li><strong>Rogue – Riftstalker:</strong> The cooldown for Rift Disturbance has been removed. Damage has been slightly reduced but threat has been increased.</li>
<li><strong>Mage – Frostkeeper:</strong> The threat generated from Earthen Rapport has been reduced.</li>
<li><strong>Mage – Frostkeeper:</strong> Players and pets can now only have 1 stack of a Frostkeeper barrier on them at a time.</li>

<p><strong>General Content:</strong></p>
<p>On the general content front, Lantern Hook has received some attention. Pyromaster Cortinald will no longer be able to ignore taunts, while Tarthak the Immolator’s health will scale more appropriately.</p>

<p><strong>PVP Bolstering Adjustment</strong></p>
<p>In PvP, we’re introducing an adjustment for bolstering at lower levels (10-50), wherein they use the same bolstering effect as level 50+ Warfronts. We ask that you please post feedback of any bugs you may encounter with this change. Here is the official feedback thread &#8211; we really appreciate your input AFTER the patch goes live, of course!</p>

<p><strong>Guild Creation:</strong></p>
<p>Creating a Guild through the game UI will now cost one platinum, to match the purchase rate of a Guild Creation Scroll.</p>

<p><strong>Summer is Coming!</strong></p>
<p>We’ve started work on Summerfest 2018, and hope to talk about it on this week’s Livestream! We think you&#8217;ll love the theme for this year, so tune in and have a look-see! Yes, this WILL be on Live and Prime!</p>

<h3><strong><u>Specific only to Live: NA/EU</u></strong></h3>
<p>Level Boosting potions have been examined, tested and reformulated so that they will award the proper amount of experience for the applicable level.</p>
<p>In the Bastion of Steel Raid, we’ve taken a wrench to Vindicator MK1’s Burning Ground ability, so that it can no longer affect players outside of the instance. It’s an edge case, but an annoying one!</p>

<p>Progression is at the top of many current discussions across our many communication channels, and as the Vigil server population slowly matures (hey, not everyone is max level yet!), it’s time to plot a course for the next month!</p>
<p>Heads up – <strong>Greenscale is coming soon</strong>! Everyone’s favorite voracious chomper, the first Dragon to be encountered on Telara will show up in late April. Will It be wholesale slaughter, or will your guild persevere?</p>
<p>Meanwhile, the path to Greenscale is already opening, with the release of the <strong>Life Saga</strong> and <strong>Death Saga</strong>, just in time for the <a href="https://www.trionworlds.com/rift/en/2018/04/06/prime-vigil-second-challenge/">Month 2 Vigil Challenge</a>! These will automatically unlock at 9:00 AM PDT, April 11<sup>th</sup>!</p>

<h3><strong>BALANCE!</strong></h3>
<p>Prime-only balance updates focus largely on adjusting the <strong>Warrior</strong>, who needed the most help in this brave new world. As with balance adjustments on Live servers, we will watch, measure and gather both data and personal feedback, continuing to adjust over time as needed:</p>

<li><strong>Mage – Frostkeeper:</strong> Healing procced by Earthen Barrier has been reduced. Boop!</li>
<li><strong>Warrior – Paladin:</strong> Fixed an issue where when using Shield of the Hero, auto-attacks would do zero damage. Bing!</li>
<li><strong>Warrior – Champion:</strong> Slightly increased damage of Mighty Blow. Bam!</li>
<li><strong>Warrior – Champion:</strong> Moderately increased the damage of Titan’s Strike. Pow!</li>
<li><strong>Warrior – Champion:</strong> Greatly increased the damage of Bladefury. BOOM!</li>
<li><strong>Warrior – Paragon:</strong> Increased the damage of Shifting Blades. Yeah!</li>
<li><strong>Warrior – Paragon:</strong> Greatly increased the damage of Way of the Wind. Whoa!</li>
<li><strong>Warrior – Paragon:</strong> Slightly increased the damage of Deadly Parity. Take that!</li>
</ul>
<p>So hug a Warrior today&#8230; unless you&#8217;re in PvP, in which case, smack &#8217;em hard, then run away fast!</p>

<h3>What’s NEXT for Prime?</h3>
<p>Plenty! Now that we’ve been at this for a month, we’re getting a clearer picture of where the path leads. River of Souls is next up for scrutiny, Combat Balance continues, Dungeon Balance is under further review.</p>
<p>The first slivers glimmer on the horizon and are expected later this month &#8211; you can soon experience <strong>Gilded Prophecy</strong> and <strong>Drowned Halls</strong> again, for the first time!</p>
<p>We’re working on UI to support 20-player LFR.</p>
<p><strong>Summerfest</strong> will come to Prime this year in addition to Live servers, marking the first full-on festival to run on Vigil!</p>
<p>And this just in… the team is starting internal testing on post-Greenscale world events!
